I tested the fuel on my 1985 GL1200 aspencade according to the manuals instuctions and it pumped 24 ounces per min.
Did a non tear down cleaning of the carbs put them back on the bike hooked every thing back up tried to start it and the fuel pump was not pumping so I disconnected the relay and redid the test it pumped like a champ. The bike had been sitting up for some time so any thing could be wrong it ran when the PO parked it 3 years ago. is there a process to test conections between the relay and the pump. At this point I am clueless.
Any help would be appreciated.

When the carb bowls are full it won't pump. Did you verify that there is fuel in the carb bowls? If I'm not mistaken there is a drain screw on the bottom of each bowl. Loosen it and see if fuel comes out. Put a rag or similar under the carb to catch the fuel.

Your post isn't clear. You did try to start it and it won't run? Start with the obvious stuff first.
Run switch in run position?
choke (enrichener) lever pulled?
Battery full charged?
You sure you have spark to all 4 cylinders?
