Is it possible to adjust the handle bars , away from or toward the rider - on an '84 - '86 Aspy ?

On the Ltd Ed you can. I'm not sure about the Aspy/Interstate....

The only adjustment for the Interstate and ASpencade is a swiveling action which gives a raising or lowering effect.

There might be something available after market but the plastics would be needing to be butchered also the windshield position comes into play.
