Front suspension banging

I have a problem and don't know where to start. To make a long story short I had a guy work on my bike and almost everything he had done I had to redo. One of the things he did was new fork seals twice I might say, well the problem I have is when I go over a speed bump or a dip like a driveway I get a loud bang coming off the bump or dip. I been told that sounds like bad springs or he put them back together wrong, but I didn't have any problems until he replaced the seals. I have been wondering if you don't put fork oil in the spring could this cause the noise? With the guy who worked on it anything is possible. Help

The only way to confirm your theory is to pull the fork caps off and measure the height of the oil in the tubes.
