if the button is stuck it may not be allowing you to change out of the channel 9 emergency function, the radio can be taken apart and unstuck

Probably the switch cover is sticking.

spray a little electrical contact cleaner around the switch cover.

the part that you actually see is not the actual switch but a cover that goes over the switch. The shape of a square top hat.
The only stupid questions are the one's that are not asked.

the cover swich it's out because there are not connection bettwen the cover and the electronic card swich. I trie to put electrical contact clearner on the electronic card swich but nothing change. It always stay on emergencie channel. When i test the swich with an ohmeter the 3 pin on the right are always connect and on the left side, the 2 pin on the low are always connect and the pin on the top is only connect when the swich it's on emergency position. Is it normal?
Thank you

For me it is only button mechanical problem.
My Friend has same problem. I take with knife the button to "off" position and spray litle oil.
Maybe this?...
